Last Christmas, I walked into a perfume store at the mall upon seeing a sign "All products up to 65% off!
Naturally, it sounded like a good deal, and I went up to the counter to buy a $100 bottle of perfume that I assumed would be around $35. Not even close. It was $87. When I asked about the sign, they said "That's UP TO 65% off. Naturally I walked away, but what gets to me is the illogic of the phrase. Since "up to" 65% can mean anything, even zero, the phrase is, in essence, meaningless. It is just pure marketing sleight of hand, attempting to fool people into thinking they are getting a better deal than they are. Next time you see "up to," please walk "away from."
